01 / The proposition
The strongest expert work does more than explain technology. It identifies what the evidence supports, exposes unsupported assumptions, and gives counsel a precise, usable account of what happened.
Leo brings the perspective of a founder, licensed telecom operator, network architect, corporate executive, and legal-technical strategist. His work is grounded in operational reality—not theory alone.
02 / Areas of expertise
Selected domains
Focused support for disputes in which network behavior, regulatory obligations, digital evidence, or software architecture determines the outcome.
FCC registration, Section 214, FCC 499, TCPA, STIR/SHAKEN, robocall mitigation, traceback, carrier due diligence, and provider liability.
VoIP and SMS routing, number portability, ENUM, SIP, SMPP, SS7/SCCP, signaling traces, delivery paths, service interruptions, and operator disputes.
Forensic records, intrusion timelines, authentication and access controls, vulnerability and patch history, incident response, vendor compromise, and preventability.
AI-generated content, training data, software ownership, open-source dependencies, licensing, model documentation, repositories, workflows, and human contribution.
GDPR, data residency, cross-border processing, technical privacy claims, and legal-technical due diligence for telecom, software, AI, and data-heavy transactions.
03 / The engagement

Built for counsel
Engagements can include independent advisory reporting, expert analysis for proceedings, in-court or out-of-court testimony, and technical assistance in tribunal and arbitration matters.
Define the technical questions, relevant standards, evidence universe, and practical litigation objective.
Analyze filings, logs, traffic records, configurations, contracts, code, policies, and technical assertions against operational reality.
Translate findings into advisory or expert reports, discovery and hearing support, deposition preparation, testimony, or clear presentation before a court, tribunal, or arbitral panel.

Was the breach preventable?02
Was the traceback response adequate?03
Which party was technically responsible?04

RGTN asked the Dutch Authority for Consumers and Markets to address access to its 0970 numbers and the wholesale terms for SMS delivery. ACM found the parties’ proposals impeded interoperability and set a €0.003 termination rate per SMS.
In a formal dispute brought by Redworks, ACM required KPN to make Redworks’ 084/087 numbers accessible. The decision also delineated regulated call termination from the separate follow-on service; that distinction was later upheld on appeal.
A Dutch court instructed ACM to reassess RGTN’s number-allocation application, returning the regulatory decision for renewed consideration.
Published case note ↗RGTN USA pursued an interconnected VoIP numbering authorization under 47 C.F.R. § 52.15(g). Following a non-streamlined review—including Executive Branch assessment of the company’s foreign ownership—the FCC granted authority to obtain North American Numbering Plan resources directly from the Numbering Administrator.
Following foreign-ownership review, the FCC granted RGTN USA international Section 214 authority to provide global resale telecommunications services. The published record reports that the reviewing Executive Branch committee had no objection to the grant at that time.
The California Public Utilities Commission granted RGTN USA a statewide registration license for non-facilities-based fixed interconnected VoIP service. The Commission found that RGTN satisfied the registration requirements and demonstrated the financial ability and expertise required to operate.

At PortaOne’s 2022 telecom conference, Leo presented how RGTN and Redworks developed and commercialized P2A messaging. The related case study documents programmable two-way SMS infrastructure and customer traffic measured in millions of messages per month.
Critical communications · E112 · Rapid delivery
During the 2020 lockdown, Redworks delivered an LTE-based remote-working solution for Dutch E112 control-room personnel in one week. The documented design used a dedicated APN, restricted SIM and IP access, protected core-network routing, automated API provisioning and geo-redundant infrastructure.
