Telecommunications Expert Witness
Leo Herps combines more than two decades of operator-level telecommunications experience with legal training and executive judgment. He helps counsel determine what the network evidence supports, where commercial assertions diverge from technical reality, and how regulatory duties interact with actual operations.
Questions counsel can investigate
- How did traffic move between the relevant networks?
- Which carrier, platform or service provider controlled the disputed event?
- Do the contracts and regulatory characterizations match the technical service?
- Were numbering, access, interconnection or routing obligations satisfied?
Evidence and systems examined
- SIP, SMPP and SS7/SCCP signaling records
- Call-detail records, message-detail records and routing tables
- Number-portability and ENUM data
- Interconnection agreements, rate structures and operational procedures
- FCC, ACM and other regulatory filings
Operational perspective
Experience includes licensed fixed and mobile telecom operations, wholesale voice and SMS networks, numbering, carrier relationships, platform architecture and international regulatory processes. The analysis is framed for counsel, but grounded in how networks and operators function in practice.
