KPN–RGTN SMS Interoperability and Wholesale Tariff
RGTN asked the Dutch Authority for Consumers and Markets to intervene in a dispute concerning access to its 0970 numbers and the wholesale conditions for SMS delivery. The public decision addresses interoperability and the commercial terms required to make traffic exchange workable.
Issue
The matter concerned whether the parties’ positions enabled effective SMS interoperability and what wholesale termination rate should apply. ACM concluded that the proposed arrangements impeded interoperability and set a rate of €0.003 per terminated SMS.
Why the matter is technically significant
- SMS access depends on more than a contractual promise: numbering, routing, interconnection, traffic exchange and charging must align.
- The matter illustrates how regulator-imposed interoperability obligations meet operational network design and wholesale economics.
Experience demonstrated
The public record shows RGTN operating at the intersection of carrier negotiation, SMS network interconnection, numbering and Dutch telecommunications regulation.
